About 1330 on the 27th July 1990, a modulation test was heard on 558 kHz. Around 1400 some test tones were heard followed by half an hour of non-stop music. A deejay said at the end of the test, that Caroline is still going strong in the 90's. On the 31st, Caroline was on the air at 2200 with a strong signal and twenty minutes of music.

One Year Later
Tests were heard on and off at the end of July, but it was not until the afternoon on Sunday 19th August 1990, that Radio Caroline returned to the air, albeit briefly. For just over 90 minutes, a special broadcast was aired, to mark the anniversary of the raid the previous year. the sound of the Fortunes with "Caroline" was heard, followed by the Beatles with "All you need is Love". "Good afternoon, this is Radio Caroline on 558khz AM, the Voice of Loving Awareness live from the international waters of the North Sea". After playing "Fool if you think it's over" and "Rock n' Roll", the presenter thanked everyone who'd helped them "in the last couple of months while we've been off air, it has been most appreciated" "The current broadcasting crew of the MV Ross Revenge, Rico, Chris Adams, Tony Palmer, Chris Frisco, Louise Roberts and myself Nick Jackson would like to dedicate this Remember the Raid broadcast to those who were on board Saturday the 19th August 1989 to Dave Asher, Caroline Martin, Dave Richards, Tony Kirk, Nigel Harris, Neil Gates, Melanie McCarthur, Bruce Monroe, Chris Kennedy, Andy Bradgate, Arie and Eddie and last but by no means least Peter Chicago".

Lord Hacking
At the end of August, Lord Hacking, who was also a partner in the law firm representing the owners of Caroline's ship Ross Revenge, replied to the many people who'd written to him expressing concern about the proposed amendments to the Marine Offences Act. "The Broadcasting Bill completed the Committee stage in the House of Lords on 26th July. It then be deemed to have completed its journey through both the Houses of Parliament and will be granted the Royal Assent. The likelihood is, therefore, that the Bill will pass into law in late October or early November although its specific provisions will not come into force until later". Lord Hacking continued "Unfortunately however, as a partner of Richards Butler, this has restricted my right to intervene in the debates of the House of Lords".
