We're back
Around 6 weeks after the raid, carrier and tone tests were heard on 558khz, on Friday night 29 September 1989. The next day a test tone was heard during the afternoon and evening, and just before midnight, Caroline Martin came on to announce that Radio Caroline would officially restart at noon on Sunday. Sunday 1st October 1989, saw continuous music from 1100 and just after 1200, Caroline Martin announced "This is Radio Caroline on 558 kHz". This was followed by the Caroline theme by the Fortunes, and what seems to be becoming an unofficial theme "Lady in Red" by Chris de Burgh and then "Love you to know" from Loving Awareness and "Hello". After the music Caroline said, "Back once again after quite some considerable time this time round". Following more music, she added that "We'd like to thank you all for your love and support, we wouldn't have been able to carry on without you. Dave Asher what do you say". "I say Hello and don't forget to tell your friends that we're back on the air, obviously when we go off the air in such a way we get loads of publicity. Do tell your friends we're back on the air".

 

Spectrum 558
At the end of October, the UK authorities announced that the 558khz frequency was to be allocated to a new London ethnic station Spectrum Radio. "We have been told we will get a frequency between 500 and 650 kHz" Spectrum's John Kyriakides said. He added that he did not want his station used as a means to silence Caroline, whose return after the Dutch / DTI raid he described as "brilliant" In what was a clearly confrontational move, the DTI stated that "An unlicenced broadcaster on a frequency allocated to an authorised station, would present us with a priority case for clearing the airwaves". A spokesman for Radio Caroline responded "Ironically we are being made victims of our own success. It was this station back in 1964 which proved the need for more radio, other than the BBC monopoly, and there is room for us all".
