Changing Position
On the 10th June 1987, Peter Philips announced that they would be closing down at 08.00 to allow for some "essential maintenance" which it was estimated it would take about six hours to complete. In the event it took longer than anticipated with a return to broadcasting taking place around 17.45. They were re-opened by Andy Robin and followed shortly after by Jackie Lee. The reason for the closedown was a change in position, this was announced later in the evening as Latitude 51 degrees 27 minutes 23 seconds North, Longitude 1 degree 48 minutes 49 seconds East. This new position was read out throughout the rest of the day and the early part of the 11th as a navigation guide to shipping.
The "Ross Revenge" was now about 16 nautical miles South East of her old position in the Knock Deep (Latitude 51 degrees 39 minutes 93 seconds North, Longitude 1 degree 32 minutes 82 seconds East - announced position on 31.8.86) and 14 1/4 miles North East of North Foreland. The reason for the change of position, was the introduction by the British Government of the Territorial Sea Act, that extended UK territorial waters from 3 miles to 12 miles.

The Ross Revenge was now anchored outside of this new limit.  Caroline's new position proved to be an added advantage to a yacht club in the area, as on June 27th 1987, as Paul Graham said there were a lot of yachts around the Ross Revenge that afternoon.
He later added that he'd discovered the yachts were in a race and were using the Ross Revenge as the turning point in their race.

A New Morality
Apart from commercials, and hired airtime by Radio Monique, another source of income for Radio Caroline was the religious programmes aired on 963khz, aired under the heading of "Viewpoint".
At the start of August, the Department of Trade and Industry's Radio Interference Service had written to a number of the religious organizations broadcasting over Caroline's transmitters. They explained the situation with regard to the Marine Offences act and repeated claims of interference with other broadcasters, but admitted that Caroline's broadcasts "would not appear to contravene any United Kingdom law, unless you had concluded a contract here, we felt it appropriate to draw your attention to the position and to ask whether you felt you had a duty, at least on moral grounds to withdraw your broadcasts from the radio station concerned."
